Annual report of the State Institution 'Agency of Deposit Compensation' regarding information on activities for the compensation of bank deposits in 2022

The Agency in accordance with the Law of the Republic of Belarus 'On guaranteed compensation of bank deposits of individuals' dated July 08, 2008. No. 369-Z (hereinafter referred to as the Law) ensures the payment of compensation for bank deposits (deposits) in Belarusian rubles and foreign currency placed on accounts and (or) deposits of individuals, including those acting as individual entrepreneurs (hereinafter referred to as individuals), in case the National Bank withdraws from the bank a special permit (license) for banking activities, granting the right to carry out a banking operation to attract funds of individuals to bank deposits (deposits), in general or in part of the implementation of this banking operation.

According to the Law, dated July 5, 2022, the Agency had an obligation to compensate funds in Belarusian rubles and foreign currency placed on the accounts of individuals in CSC ABSOLUTBANK, which was registered with the Agency.

In accordance with the second part of Article 5 of the Law, individuals who have placed their funds in accounts with ABSOLUTBANK CSC have the right to apply for compensation of a bank deposit (deposit) in the period from July 25, 2022 to July 2, 2027.

Open Joint Stock Company 'Bank Dabrabyt' has been designated as the agent bank, which accepts applications for the payment of compensation for bank deposits and pays this compensation on behalf of and at the expense of the Agency on the basis of an order agreement.

In 2022, for the period from July 25 to December 31, 2022, ABSOLUTBANK CSC fulfilled 35 obligations to individuals and individual entrepreneurs in the amount of 4,682.36 Belarusian rubles, 385.21 US dollars, 65,879.52 Russian rubles.

As of December 31, 2022, the Agency has 510 obligations to 499 individuals and individual entrepreneurs totaling 6,224.55 Belarusian rubles, 100.30 US dollars, 50,652.76 euros, 18,259.33 Russian rubles.

There are no claims on the part of depositors of banks in respect of which a decision was made to revoke the license, guaranteed compensation of bank deposits is carried out in full and on time. The work on ensuring the implementation of state policy in the field of protection of the rights and legitimate interests of depositors by the Agency continues.

In 2021, the “Agency of Deposit Compensation” did not have any new obligations to compensate bank deposits (deposits) of individuals.

The Agency is working and implementing measures to create conditions for ensuring guaranteed compensation of bank deposits (deposits) of individuals and to ensure the implementation of state policy in the field of protection of the rights and legitimate interests of depositors.

In 2020 the “Agency of Deposit Compensation” did not have any new obligations to compensate bank deposits (deposits) of individuals.

The Agency continued to work on creating conditions to ensure guaranteed compensation of bank deposits (deposits) of individuals and to ensure the implementation of state policy in the field of protection of the rights and legitimate interests of depositors.

2019Y

The annual report of the “Agency of Deposit Compensation” in terms of information on activities for the compensation of bank deposits for 2019

In 2019 the “Agency of Deposits Compensation” carried out activities to compensate bank deposits (deposits) attracted by BSB Bank CJSC. During 2019, the Agency paid compensation to all individuals who applied – depositors of BSB Bank CJSC in the amount of:

16,827.56 Belarusian rubles;

28,138.69 US dollars;

4,857.39 euros;

52,624.19 Russian rubles.

In connection with the completion on July 27, 2019 of the payout of bank deposits under contracts concluded before June 26, 2017, individual depositors are recommended to contact the branches of BSB Bank CJSC from July 1, 2019. During the two-year period of compensation payment, the Agency fulfilled 68% of the total amount of the register of obligations of BSB Bank CJSC.

In connection with the revocation on June 26, 2017 of a special permit (license) from BSB Bank CJSC for banking activities in terms of performing certain banking operations with individuals, the Agency carried out activities in 2018 to compensate bank deposits attracted by BSB Bank CJSC.

During 2018, the Agency paid compensation to all individuals who applied to depositors of BSB Bank CJSC in the amount of 37,342.

17 Belarusian rubles;

115,515.95 US dollars;

24,324.69 euros;

6,309.25 Swiss francs.

For the period from July 17, 2017 to December 31, 2018, the Agency fulfilled 65% of the total amount of obligations of BSB Bank CJSC.

In 2018, 204 individuals applied to the Agency and the Bank-Attorney (OJSC Bank Moscow-Minsk) with an application for compensation of a bank deposit (deposit) for 238 obligations in the amount of:

32 693.85 Belarusian rubles;

120 862.01 US dollars;

27 548.82 euros;

6,309.25 Swiss francs.

As of January 1, 2019 95 depositors of BSB Bank CJSC filed an application for compensation of a bank deposit (deposit), but did not apply to the Attorney Bank for funds in the amount of:

2,853. 82 Belarusian rubles;

10,254.97 US dollars;

8,663.55 euros.

This information is provided to BSB Bank CJSC for the organization of work on informing individuals in order to timely apply to the Attorney-Bank for payment of compensation.

As of January 1, 2019, 68,779 obligations have not been fulfilled to depositors of BSB Bank CJSC due to non-return of depositors for payments for compensation amounts:

Acceptance of applications and payment of compensation to individuals for bank deposits (deposits) placed in BSB Bank CJSC will last until June 26, 2019 inclusive.

In 2017 the “Agency of Deposit Compensation” carried out activities to compensate bank deposits (deposits) of individuals - depositors of Delta Bank CJSC, InterPayBank CJSC and BSB Bank CJSC.

In accordance with the second part of Article 5 of the Law of the Republic of Belarus “On Guaranteed Compensation of Bank Deposits (deposits) of individuals”, the two-year period from the moment the Agency has an obligation to reimburse bank deposits (deposits) of individuals placed in Delta Bank CJSC expired on March 20, 2017, and in InterPayBank CJSC 10 May 2017

Since the beginning of June 26, 2017, the Agency has obligations to compensate bank deposits to individuals depositors of BSB Bank CJSC, 217,722.42 Belarusian rubles, 456,994.88 US dollars, 153,245.96 euros, 15.02 Russian rubles, 100 Swiss francs.

Obligations to depositors of Delta Bank CJSC, InterPayBank CJSC and BSB Bank CJSC, who applied for compensation in 2017, have been fulfilled in full.

Guided by part 4 of Article 30 of the Law of the Republic of Belarus “On guaranteed compensation of Bank Deposits of individuals” The “Agency of Deposit Compensation” informs that in connection with the withdrawal by the National Bank of the Republic of Belarus of a special permit (license) for banking activities from CJSC Delta Bank and CJSC InterPayBank in 2016, the Agency carried out activities to reimburse bank deposits placed by individuals in these banks.

From the moment of the Agency's obligation to compensate bank deposits, the funds of the Agency's reserve were transferred to the agent bank, OJSC Bank Moscow-Minsk, for payment to depositors of CJSC Delta Bank and CJSC InterPayBank in the amount of 75,686 thousand rubles; 53.3 million US dollars; 8.9 million euros.

Obligations to depositors are fulfilled by 99.9%.

As of January 1, 2017, individuals did not apply to the agent bank for 73 claims for compensation in the amount of 4,535.80 Belarusian rubles; 3,532.10 US dollars; 30.61 euros.

Guided by part 4 of Article 30 of the Law of the Republic of Belarus “On guaranteed compensation of Bank Deposits of individuals” The “Agency of Deposit Compensation” informs that in connection with the withdrawal by the National Bank of the Republic of Belarus of a special permit (license) for banking activities from CJSC Delta Bank and CJSC InterPayBank in 2015, the Agency carried out activities to compensate bank deposits placed by individuals in these banks.

On March 29, 2015, the Agency started accepting individual depositors of Delta Bank CJSC, and on May 29, 2015, the Agency started accepting individual depositors of InterPayBank CJSC.

According to part 2 of Article 5 of the Law, an individual has the right to apply for compensation no later than two years from the date when the Agency has an obligation to reimburse bank deposits (deposits). Acceptance of individuals - depositors of Delta Bank CJSC will be carried out until March 17, 2017, individuals - depositors of InterPayBank CJSC until May 07, 2017.

Payment of compensation is carried out within one month from the date of submission by an individual of an application to an Agency or a bank-attorney.

Payment of compensation is made in 21 branches of JSC “Bank Moscow-Minsk”, which is determined as agent bank, throughout the territory of the Republic of Belarus.
