Meeting of the expert group on harmonization of legislation with the participation of representatives of the Agency in Yerevan, Republic of Armenia

As part of the activities of the Expert Group on the harmonization of legislation in the field of insurance (guaranteeing) bank deposits, liquidation, financial recovery and bankruptcy of credit institutions at the territory of the Eurasian Economic Union (hereinafter – EAEU) under the Advisory Committee on Financial Markets of the Eurasian Economic Commission on October 3, 2023, a meeting of representatives of the EAEU member states was held in Yerevan, Republic of Armenia, and was attended by The “Agency of Deposits Compensation” of the Republic of Belarus (hereinafter – the Agency).

Yuriy Lipnitsky, Deputy Director General, presented an expert opinion on the issue of “Insurance of cross-border deposits” with comments on the proposals of the parties. The expert opinion was prepared by the Agency jointly with the State Corporation “Deposit Insurance Agency” of the Russian Federation. During the discussion, the features of the protection depositors of cross-border banks, international experience in cross-border deposit insurance, international standards and research in the field of cross-border deposit insurance were considered. In addition, the participants of the meeting discussed the issues of the direction funds of deposit insurers, the role of the deposit insurer in bringing to justice persons involved in the bankruptcy of the bank, the right of the deposit insurer to claim the liquidated bank.
As an invited speaker, the Senior Adviser of the German Banking Association Dirk Cupei made a report on changes in the directive of the European Union.
