In Minsk on May 21-22, 2025 a meeting of the Expert Group on the Harmonization of legislation in the field of insurance (guarantee) of bank deposits, liquidation, financial rehabilitation and bankruptcy of credit institutions in the territory of the Eurasian Economic Union (hereinafter - the EAEU) was held under the Advisory Committee on Financial Markets of the Eurasian Economic Commission, organized by The Agency of Deposit Compensation.

Representatives of deposit insurance organizations, as well as organizations of financial regulators of the EAEU member States discussed draft agreed proposals on the harmonization of legislation of the member States of the Eurasian Economic Union regarding the functioning of deposit insurance systems, as well as issues of compensation when submitting applications online and without application. The deposit insurance organizations of the EAEU member states intend to continue developing compensation payment systems, including electronic communication channels, in order to increase the convenience for depositors and speed up the compensation payment process.

As part of the cooperation between organizations for insurance (guaranteeing) deposits of the member states of the Eurasian Economic Union, the first workshop for employees of organizations for insurance (guaranteeing) deposits of the member states of the Eurasian Economic Union was held in Nizhny Novgorod on April 22-23, 2025.

During the workshop, representatives of The Agency of Deposit Compensation acted as moderators and speakers of the workshop sessions on the preparation and implementation of insurance indemnity payments, organizational and technological aspects of insurance indemnity, remote service, directions and ways to improve processes and information systems of deposit insurers, as well as interaction with participants of the deposit insurance (guarantee) system.

In addition, practical experience was exchanged and issues of making payments to depositors abroad, including non-residents, preliminary selection of agent banks, the legal basis for interaction between participants in the deposit insurance (guarantee) system, powers, problematic issues, methods, methods and tools for their resolution were discussed.

The workshop was attended by representatives of deposit insurance organizations from the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Serbia, the Republic of Uzbekistan and the Republic of Tajikistan.

As part of international events organized by the Deposit Protection Agency of the Kyrgyz Republic in Bishkek from February 19 to February 20, 2025, representatives of The “Agency of Deposits Compensation” (hereinafter referred to as the Agency) participated in meetings of the Council of Heads of Deposit Insurance Organizations of the Member States The EAEU (hereinafter referred to as the Council of Heads), The Expert Group on the harmonization of legislation in the field of insurance (guaranteeing) bank deposits, liquidation, financial rehabilitation and bankruptcy of credit institutions in the territory of the EAEU under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter referred to as the Expert Group), as well as the working group on cooperation in in the field of digitalization, automation and information technology under the Council of Heads of Organizations for Insurance (Guarantee) of Bank Deposits the EAEU Member States (hereinafter referred to as the Working Group).

During the meeting of the Council of Heads, information was exchanged on the situation in the banking sector, deposit insurance (guarantee) systems of the EAEU member states, as well as the Republic of Uzbekistan, and a report was heard from a representative of the Financial Policy Department of the Eurasian Economic Commission on the harmonization of legislation in the field of financial markets and the beginning of work on agreed proposals for the harmonization of state legislation members of the EAEU in the field of creating and operating deposit insurance systems, as well as issues of creating and using the EAEU Information Portal on deposit Protection were discussed. 

During the meeting of the Expert Group, a number of expert opinions related to harmonization in the field of deposit insurance were discussed, as well as the structure of the draft agreed proposals on the harmonization of legislation of the EAEU member states in the field of creation and functioning of deposit insurance systems for the population.

During the meeting of the Working Group, a discussion and exchange of experience took place on ensuring the continuity of the availability of electronic services of international deposit insurance organizations.

Representatives of The Аgency of Deposit Compensation took part in an International conference dedicated to the 25th anniversary of the Kazakhstan Deposit Guarantee System: “Deposit guarantee system: in the era of structural changes, transformation and new challenges”, which took place on October 23, 2024 in Almaty (Republic of Kazakhstan). During the international conference, representatives of international deposit insurance organizations, the Eurasian Economic Commission, as well as financial regulators of the EAEU member states discussed issues of forming a sustainable financial security architecture, as well as the role of deposit insurers and effective interaction of safety–net participants, as well as issues of investment asset management of deposit insurers. Within the framework of the conference, Youry Lipnitsky, the Deputy Director General of the Agency, acted as a speaker.

In addition, during the visit to the Republic of Kazakhstan, representatives of the Agency on October 22-24, 2024 took part in a meeting of the Council of Heads of Representatives of the EAEU Member States, a meeting of the Expert Group on harmonization of legislation in the field of insurance (guarantee) of bank deposits, liquidation, financial rehabilitation and bankruptcy of credit institutions on the EAEU territories under the Advisory Committee on Financial Markets of the Eurasian Economic Commission, a meeting of the working group on interaction in the field of digitalization, automation and information technology under the Council of Heads. Also, representatives of the Agency held a bilateral meeting with the leadership of the Kazakhstan Deposit Guarantee Fund and conducted an internship to exchange practical experience in such areas of activity as the organization of reimbursement of bank deposits in the Republic of Kazakhstan and the Republic of Belarus and directions for its improvement; automation of business processes; the use of software and technical solutions in the activities of deposit insurance organizations; analytical tools in the work of deposit insurance organizations; methodology for determining differentiated rates of calendar contributions of banks and its improvement.

On July 17-18, 2024, a meeting of the Council of Heads of Deposit Insurance Organizations of the Eurasian Economic Union (hereinafter referred to as the EAEU) and a meeting of the Expert Group on the harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, financial recovery and bankruptcy of credit institutions in the territory of the EAEU under the Advisory Committee on Financial Markets of the Eurasian Economic Commission of representatives of the EAEU member states were held in St. Petersburg.
Representatives of the state institution “Agency for Guaranteed Compensation of Bank Deposits of Individuals”, the Eurasian Economic Commission, deposit insurance organizations and financial regulatory organizations of the EAEU member states, as well as representatives of other international delegations and foreign speakers took part in the above-mentioned events.
As part of the events, important topics for integration processes within the Eurasian Economic Union were discussed, in particular for the formation of a common financial market and the harmonization of the legislation of the member states in the field insurance (guaranteeing) of bank deposits, as well as in the area of ​​extending insurance coverage to certain categories of persons and liquidation of insolvent financial organizations.

As part of the activities of the Expert Group on the harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, financial recovery and bankruptcy of credit institutions in the territory of the Eurasian Economic Union (hereinafter referred to as the EAEU) under the Advisory Committee on Financial Markets of the Eurasian Economic Commission, a meeting of representatives of the EAEU member states was held on May 22-23, 2024 in Minsk, Republic of Belarus, organized by the state institution "Agency for Guaranteed Compensation of Bank Deposits (Deposits) of Individuals" of the Republic of Belarus (hereinafter referred to as the Agency). The meeting was attended by representatives of the Eurasian Economic Commission, deposit insurance organizations, as well as financial regulators of the EAEU member states.
During the meeting, a discussion was held on the implementation of harmonization of the legislation of the member states in the field of insurance (guaranteeing) of bank deposits (deposits), integration processes within the EAEU and the formation of a common financial market. In particular, the following topics were discussed: management bodies of deposit insurers; objects and subjects of insurance; the amount of insurance compensation and the implementation of payments in the deposit currency; the right of the deposit insurer to demand from the liquidated bank (recovery of funds); bringing to justice persons involved in the bankruptcy of the bank, and the role of the deposit insurer in this process.
The meeting was held in person, as well as through online connection of participants.

In Moscow on January 30, 2024, as part of the activities of the Expert Group on the harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, financial recovery and bankruptcy of credit institutions in the territory of the Eurasian Economic Union (hereinafter referred to as the EAEU) under the Advisory Committee on Financial Markets of the Eurasian Economic Commission, a meeting of representatives of the EAEU member states was held, in which the state institution “Agency for Guaranteed Compensation of Bank Deposits of Individuals” took part.

  On June 15, 2023, the International Scientific and Practical Conference “Digital Future of Deposit Insurance Systems. Plans and Prospects” was held in Minsk. Ilona Aleksandrovna Lednitskaya, Chairperson of the Supervisory Board of the Agency, Deputy Chairperson of the Board of the National Bank of the Republic of Belarus, addressed the conference participants in Minsk with a welcoming speech on June 15, 2023. The International Scientific and Practical Conference “Digital Future of Deposit Insurance Systems. Plans and Prospects” (hereinafter referred to as the Conference) was organized by the state institution “Agency for Guaranteed Compensation of Bank Deposits (Deposits) of Individuals”, Republic of Belarus.
